They are meant to be. The hem is cut past the ankle so it pools over the shoe — that pooling is the design, not an error in sizing.

Can I have them hemmed shorter?

Anything with a bit of height keeps the hem off the floor while still letting it break over the shoe. Flats work but the hem will drag more.
